Transforming Care and Care Education and Treatment Reviews (CETRS)

A learning disability is a reduced intellectual ability and difficulty with everyday activities and education – for example self care activities, socialising or learning new things at school. This affects someone for their whole life. Children and young people with a learning disability tend to take longer to learn and may need support to develop new skills, understand complicated information and interact with other people.

 

The Transforming Care Programme, Education and Treatment Reviews (CETRS)

  • The Transforming Care programme aims to improve the lives of children, young people and adults with a learning disability and/or autism who display behaviours that could be described as challenging, including those with a mental health condition.
  • Care Education and Treatment Reviews (CETR) were introduced to help people in hospital and to prevent unnecessary admissions into hospital. These are independent reviews of a person’s support that take place on one day.

Dynamic Support Registers

  • The Dynamic Support Register is a register of people with learning disabilities and/or autism who may need higher input from services and who may be at risk of being admitted to a specialist or mental health hospital.
  • The register helps local support teams to identify those who would benefit from a Care (Education) and Treatment Review (C(E)TR).
  • An individual should be added to the register if they meet certain criteria that would put them at risk of an admission, for example: presenting in crisis at A&E, concerns about the longevity of a placement or home environment, being excluded from school or unstable/untreated mental illness or behavioural challenges.

North East London Keyworking Service

The North East London Keyworking Service works with children and young people with learning disabilities and/or Autism, aged 0-25 years old who have complex needs. The aim of the Keyworking service is to ensure children, young people and their families’ voices are heard and represented and they have the right support from services at the right time, to improve their experiences and outcomes, reduce the length of stay in specialist hospitals or avoid admission.
